You read it wrong. I don't know what in the hell you are reading. Why don't you post it with an explanation of how you arrived at this convoluted interpretation?

No, it isn't. This is stipulated in the Supreme Court case, that a student making a perfect score on the SAT receives only 12 points. This is not a subject that is open to debate. Unless you can post your source with an explanation, there is no reason to discuss this further.
