The cable is supposed to connect to your sound card. If you look inside your box it will be somewhere in a stack of PCI slots, most of which will be empty.

If your drive has a headphone jack on the front, that will feed your speakers or headphones without the sound cable connected to the sound card.

If you go to control panel, sounds and check enable digital sound, you should be able to get sound out of your mini port on the back of the box to power your speakers without the cable being connected, however this will disable the headphone jack on the front of the CDRW drive. The headphone jack only works on analog.
