There was only one aid announcement of $43 million to Afghanistan by Colin Powell in May 2001. The press release from the state department I referenced earlier describes the aid and how it was distributed through the U.N. and NGOs.

The aid was not cash and did not go the Taliban (unless they stole it from the U.N.). And yes this aid was in addition to previous aid. Powell made it clear that it bypassed the Taliban.

It appears Ted Galen Carpenter is guilty of repeating Sheer's propaganda (more than a year later) without checking his facts. I think that his repetition of Sheer's lie arose from his zeal to criticize U.S. drug policy.
