depending what particular brand of pop up stopper you use, you can usually add the blinking ad's url to your program's database and rid yourself of it in that manner.

using NoAds, the effect is to freeze that baby in place. most satisfying.

in order to add it in, i right-click the ad, select properties, copy the url, then paste that into a browser address window, in order to open it by itself. then i open NoAds and add the blinking pest to the database.

i usually don't go this trouble with a .gif on a webpage, unless it's blinking away on a page that i am keeping open on my desktop, possibly refreshing itself, and the ad is extra annoying. in a case like this, the extra clicks to neutralize the blinking ad are well worth it to me.
