its much worse in san mateo than san jose. san mateo had a bunch of the bubble companies, webvan and inktomi, things like that. Now nothing except oracle and electronic arts, but those two are large outsourcers for R&D. San Mateo in the early 90s was cheaper than santa clara due to less jobs, then it shot up to equal or in some cases more. Now its going to revert to the mean, imo.
