GSM1x describes the carrier's offering, not the user's service. Assuming a vendor implements GSM1x, then the GSM still works everywhere it did before and CDMA works at all the locations where GSM1x BTSs are implemented. The more of them, the better the CDMA coverage.

There is no such thing as a GSM1x user. Users might fit one of several descriptions:

User has a GSM phone which would work wherever his carrier or its roaming partners offers GSM coverage.

User has a CDMA phone which works wherever there his carrier or its roaming partners offer CDMA coverage.

User has a dual mode GSM/CDMA phone. It would work in any location where his carrier or its GSM or CDMA roaming partners offered service. Which service is used in areas where more than one meets the acceptable criteria is controlled by the carrier.
