Re: we lied about normalizing relations. We want them to starve.

We have a consistent policy of attempting to keep enemies weak by starving populations. Ever since American colonial days, and best exemplified in the 19th Century by the willful destruction of the Great Plains buffalo herds. Nothing has really changed much over the centuries. Except for the scale of our meanness.
