Registration doesn't change the facts. Anyway, I seem to remember, that one of the Political Parties was said to have quotas on their delegates in 2000.

I'd be surprised if Eisenhower ever got a majority of African American votes (even while the Democratic Party in several states, openly supported segregation and Jim Crow). I don't think that Nixon got a majority of African American votes in 1960 (when as VP, the Administration used Federal Troops to desegregate Little Rock, Arkansas). When Nixon was elected in 68, his Administration did more to desegregate southern schools than any previous Administration, but I doubt he ever won a majority of African American votes.
