I think it's gone too far for that. All those troops heading out can't be recalled by Bush (or, rather, Cheney-Rumsfeld-Perle) without him losing the opportunity for a victory.
Imagine if Saddam went into exile - what then? Bush could hardly claim a win... don't forget, he's this 'evil man who tried to kill my Daddy'.

Plus, of course, to neocon cheers Bush refused to ratify or recognise the ICC... so Saddam gets off scott-free to live in luxurious exile? Sure, it's happened to many dictators in the past, but I question whether it could this time.
