I don't know, but there have probably been several times in the bear market such as February/March 2001, August/September 2001, June/July 2002, and September/October 2002. The percent above the 21-day moving average is approaching a short-term bottom. It's approaching the 20-30 percent range for most indexes, the exception being the S&P 100. It looks like short-term buyers are waiting for 870/8300.
