MmO2 Announces "Enforced" 3G Delay

(22/01/2003, BWCS Staff) UK mobile operator mmO2 has announced it will delay the launch of its 3G services. The company claimed it was being forced to scale back its next generation mobile investment plans after national telecoms regulator, Oftel, confirmed it will impose rules to cut the costs of calls to all UK mobile phones from 23 July 2003. The new price regulations will almost halve the amount customers are charged for calling mobile phones over the next three years.

While mmO2 revealed plans to push back its 3G launch until the second half of 2004, Vodafone vowed to challenge Oftel's ruling in the courts. The watchdog's director general, David Edmonds, said there will be a one-off cut of 15% in the price of calls to mobile numbers. This will be followed by annual price reductions linked to the rate of inflation. According to Edmonds "Consumers are being overcharged for calls to mobile phones and the mobile operators must reduce their charges to a fair level."

Despite the grumblings of the operators, which claimed that the changes amount to "bad regulation" and that consumers will be hurt more than they are helped by them, Oftel is adamant that it will enforce the regulations. In spite of mmO2's protestations that it will have to cut back on its capital expenditure programme, the company's share price was up nearly 4% in early trading on the London Stock Exchange as the news filtered out.
