He, in effect, described his intent to move into Kuwait to Bush the elder's US ambassador, April Glaspie. Her response when informed was the U.S. didn't take positions in regional disputes. Saddam then moved in. And consider also that this was done after the US condoned the Iraqi position and actions during its war with Iran which had ended shortly before.
