What did the repeal of prohibition do if it didn't legalize the sale of
liquor.


it removed the illegality. In the absence of government, the sale of liquor was legal. That's how it started out. That's what it is unless the government makes it illegal. By repealing that law the government doesn't CREATE legality, it RETURNS the pre-existing legality.
