I don't agree with you on troop movements within Iraq as being a threat to other nations. No matter what nation, the troops are always being moved around. The US does it, Turkey does it, Russia does it, China does it, the Koreans do it, on and on. The US, Turkey, China, Korea, etc. haven't invaded a neighboring country recently. Iraq had done so twice before. This is a good example of misjudging Saddam. He invaded two countries starting major wars. Four years after the last one, he massed troops and tanks on a neighbors border and you're saying that doesn't mean he intended to invade again - he's just muscle-flexing like other countries do. How much does this guy have to do to make people realize he's not a reasonable person, he's not like most other leaders in the world. This mis-attribution of reasonable motives to Saddam is called mirroring by Pollack in his book. People assume Saddam thinks like they do and then are surprised.
