The "enticement" consisted of giving aid to rebels against the Soviet puppet government which had already seized power in Afghanistan. I think it was six months after this started that Soviet troops went in and replaced their own puppet government because it wasn't crushing the rebellion as well as they thought they should. The Soviets did not have to go in to Afghanistan though - period. The Soviet Union was not a puppet on America's string.
