Its a very big step to further politicle union.Till now europe is just a federation of separate nations.One is either italian or german or whatever.That makes a big difference to an frenchman working and living in germany and vicaversa.Acess to State pensions,health service,voting rights,militaryconscription/service,driving licence,legle affairs and I suppose much more will be effected.The state here is much more intrusive in every aspect of life than in the US.Any change in the relationship between the state and the individual therefore more significant.
The above is mere speculation,but europe is nowhere near as intergrated as the US.This could be seen as a very big step towards real intergration.Maybe Louis Lambrecht might be able to elaborate more.
