the tax rate tables aren't compicated. it's the multitude of exemptions, deductions, credits, and exceptions. eliminate the various dodges to avoid paying the same tax as the next person making the same gross, and you could lower each respective tax bracket. the people who need to be taxed on a net income basis, such as farmers, landlords, small businesses, etc., rather than gross should be moved to file business returns.
