This is just a stupid "valuation". There are several reasons that Iraq's oil production is low: 1. Iraq currently can only sell oil for food and medicine - the UN Administrated "Oil for Food Program". 2. Iraq in order to protest Sanctions, limits the food and medicine, to its own citizens - then blames the deaths on Sanctions... reducing Saddam's need to sell oil (which goes to the UN - except for the oil that he smuggles out). 3. Saddam has cut oil production several times to protest Sanctions - reducing production numbers.

If it was only about oil, The United States would have just taken control of Iraq back in 91. If it was only about the oil, the United States could just get the UN to lift sanctions on Iraq (it would be certainly easier than getting the Security Council to santion military force) - Saddam would surely increase production if Sanctions were removed. If it was only about the oil, the United States would have abandoned Israel. If it was only about the oil, the American Companies would still be majority owners of ARAMCO. If it was only about oil, the United States would be drilling in the National Petroleum Reserve, and ANWR.
