A pro-doctor view of the percentage of health care costs eaten up by liability:

Basically, the lawyers say it's less than one percent, the docs say 5 to 8 percent.

I actually think the biggest driver is people's behavior, following bad health habits and expecting technology to keep them alive til they are 80 or 90.

Perhaps. I do not know very many people that have EVER been to a doctor (except for surgery and mostly idiot men like myself). The average user might have to start thinking twice when their personal and family deductible starts rising just to keep the coverage cost at a palatable level.

I mention the damages because the cost that doctors have to pay for liability insurance is at least a major building block for pricing.
