Fascinating. I think precisely the opposite went on. They tried to work with him and he turned everything into "beat up on the Dems" time. Obviously, the high water mark of "working with Bush" for the Dems was the Kennedy, George Miller work on education. That Bush refused to fund that at levels promised was a significant negative. Made it look as if the whole point of the proposals were not to improve education but to provide cover for conservatives. Which is, of course, what their prescription drug proposals are, etc.

Speaking of Technical, I have not been able to find out how the Senate reorganized. Have you seen an article?

Yep, but I forget where. As I recall, it was reasonably intricate. Funding allocations at the general level were to be, as in the last session, 51-49 or some such; with then some additional money tagged on to the chair position because of some sort of additional needs, but understood to be one session only and distinctly functional in character; and, finally, with some local autonomy for committees. That last looked to me like a deal killer since the Reps had the committee majorities. So I was surprised the Dems accepted it. I suspect there were some "understandings" that protected them.
