Oh my god, I hope Bush has more than this up his sleeve. Although the argument is essentially correct, it is uncompelling as hell. Worse, it reads like a policy wonk piece - it is all legal technicality, no emotion, nothing meaningful to the reader, no urgency. It provides a good case for being really pissed off at Iraq but it doesn't make the case that we should send our sons and daughters off to be killed to protect the future of America and the promise that America is in the world.

This is war not debating class. My heart sank when I read this. Bush is going to take a big hit now.

It will have to be the speech of his life on Tuesday night.
