Public opinion in a government of the people, by the people and for the people should not be discounted so easily.

Elected officials truly represent the people when they carry out their wishes.

But we certainly can prove he had much to do with terrorizing tens of thousands of humans, some of which were Americans and one of which was a sitting American president. To me that alone qualifies Saddam as a valid target in any true war on terrorism. But we'll just hafta see how Bush pulls the thing out. It is certainly touchy, as you say.
