If you'll look more carefully at the argument, you'll discover that the accusations are that we provided Iraq WMDs back during the Iraq/Iran war. That is not inconsistent with the concept that Iraq has no WMDs (or more precisely, that Iraq has not been proven to be hiding WMDs) at the current time.
