The "oil stopped flowing" in 1990 from August through February and he stayed in power....and the US had the cooperation of neighboring states then. Could be harder to seal the oil this time, and I'm sure he's got a fair amount in storage both at home and abroad in preparation for this. If we were willing to tolerate a 2 year siege involving mass civilian starvation, this strategy might work, but I doubt Shrub and Rummy and all the hawks in the administration will wait that long. And there's still the occupation to consider, with a large number of Iraqi families who lost loved ones in Gulf War I to be "pacified". There will be street-fighting unless Saddam lays down his hand early on.
