Exactly. He was well known as "Mr Moderate" in this administration, and the fact that he feels he was double crossed by the Euros, after putting himself on the line to go along with them, will make him very effective in his coming Public statements. To those who think that this double cross will lessen Powell's influence, let me submit that Powell didn't get where he is now without knowing when to abandon a losing cause. The French and Germans just doubled the bet. I don't think Powell, or the rest of this administration, will fold. I expect them not only to see the bet, but raise as well. TWT
