I read of testing phases in relation to "3", and if I understanding correctly, Phase 4 involves testing with real paying subscribers in a commercial context.

What is interesting in my view... what has not been fully and publicly absorbed and aired... are the limitations that will hobble wCDMA even as (if) it exits testing... whenever that occurs... in the terms of performance (VOD projected in 2002 average network speeds of 64kbs) and yet far more debilitating issues of coverage and capacity... even as NOK promises a new, breakthrough generation of cell station amplifiers sometime in 04. (LOL!)

As the standard stands, even if working flawlessly, it renders technology that is not financially viable in terms of capacity and coverage:

It would be interesting to have a full reporting of FOMA (true) coverage, capacity and costs... bearing in mind that FOMA is not UMTS or Release 99, and that we are not really sure what it is at this point...
