Interesting. I wonder how many Americans would go along with allowing the arrest, trial, and imprisonment of leaders of countries who are close US allies. That's the implication of extending the RuleOfLaw to international relations. It couldn't happen without the active participation of the world's only superpower, and I don't think we're ready for it, once the implications are clear. If we exempt ourselves (and our allies), then it just becomes a tool to attack our national enemies with, power politics as usual.
