I received a questionaire from my representative about ways in which the state could close the budget shortfall. One of the prewritten responses was to increase the quota for foreign enrollment. It's probably that many of the out-of-state enrollment slots are occupied by foreign students.

In private univ./colleges, the tuition is the same for everyone. But in State Univ. only out-of-state US citizens/residents pays the same tuition as foreing students, in-state US citizens/residents only pay in-state tuition, which is bet. 30%-50% of the both in- and out-of-state tuition, depending on individual univ.
