Saddam was well on his way toward a Pan-Arabic union in the late 1980's. At least on the rhetorical level. That was one of the reasons he became persona non grata to Bush Sr. Saddam was getting too big for his britches, so he got cut down to size. Then, in the aftermath of the Gulf War when it looked like the rebellions that Poppy Bush fomented with the Kurds and Shiites might actually topple Saddam, the U.S. let Iraq helicopter gunships through our air defenses in order to allow Saddam to suppress the rebellions. Back to the desired status quo. A chastened and weak Saddam acting as a wedge between the three potential regional powerhouses.
