Only in some universities, not all. In University of Wisconsin, the majority of Graduate students from East Asia, exclude China, and Southeast Asia, are paying every penny of tuition out of their own pocket, and they are high, one credit hour is >$900, although they only need to pay for 9 credit hours Max. for each semester. And that is why during the last currency crisis in southeast/east Asia, the university allowed those students to delay their payment of tuition without any penalty. Because if they were forced to go back, the univ. would loss a huge income
