Then why is there a greater disparity of income for African American households in the Midwest and Northeast, than the South?

Further, I've read that, it is much more likely for a middle-class African American living in Milwaukee, to be in a neighborhood with large numbers living under the poverty line - than a middle-class White American living in Milwaukee.
