I would tend to agree, but would say it is an "urban" phenomenon. Cities are where the jobs were. Even in LA the blacks frequently had a southern accent. In the central valley of California, the whites have southern accents for similar reasons, but they retained their general attachment to agricultural or trade work as opposed to becoming denizens of urban centers, taking what assembly work was available. As the US outsources more of its labor, it has disproportionately affected blacks due to their dependency on urban unskilled labor markets.
