I doubt it Saudis have the biggest fighter aircraft fleet in the gulf, Turkey's is bigger, but they aren't really a gulf state- and the Saudis have pilots who actually know how to fly. Their military, while half the size of Iraq's, is better trained and equipped, and probably has better moral. On top of that they have interlocking defense agreements with other gulf powers, and the US would no doubt aid them. I have no doubt the Saudis, if roused, could beat Iraq.
