Isn't a state of war the complete opposite to harm reduction? Should not war be, at a minimum, a measure of last resort? Do you really think we've exhausted all remedies?

No, it isn't necessarily the opposite of harm reduction. Had Hitler been stopped earlier, much harm would have been reduced.

No, I don't believe that all remedies have been exhausted. But the real remedies will never even be entertained.
