I had always assumed he was simply bureaucratic and stupid.

There was plenty of that among the military leadership of both sides. ( See Bragg, Braxton and Burnside, Ambrose).

But I think McClellan was too shrewd and ambitious to simply blunder his way through.

I firmly believe that he was actively avoiding a big fight to help advance his already considerable popularity.
