How about; Technology give-away to Chinese, Gutting of the military, Zero response to terrorism other than isolated, for-show air strikes, Paper, feel-good agreements with NK which were violated from the beginning, Fear of the effect on image that dealing with Bin Laden when he had the chance might have had.
