From the Commission report you just posted:

After a decrease over the past years, the average revenue per user (ARPU) has stabilised at about €30 per month.

In the US the ARPU is much higher, closer to $60 than $30. Also, I've been led to believe that calling charges in the EU are higher than here. Combining them, then usage would be much lower.

This doesn't square well with numerous reports of Europeans being wedded to their mobiles. Any idea where the disconnect is here?

"The sector is best served by letting the market drive the process ahead."

This is the same line of BS I heard from the Radio Authority of the UK at the time of the auctions. An 'independant' member said that they 'had consulted with all leading participants' in arriving at the decision to use auctions as the best way to let the market work its magic.

LG Electronics Inc said that it has launched a new handset that works on both CDMA2000 1x and W-CDMA systems.

"The dual-band and dual-mode 3G handset was finally released, paving the way for the IMT-2000 (3G) service," LG Electronics said, adding that the new product was supplied to KT ICOM for test trials.

KTF, to be merged with KT ICOM in March, will launch a pilot service in April and commercial services in June.

LG said that it will target the 3G handset global market by developing advanced products.
