There's nothing more powerful than having force, and not needing to use it. The way out of the mess Bush has staggered into is simply to state the force build-up is to protect the region, including inspections and nation-building. Let the UN and opinion settle its direction and await events.

State of the Union address that would work: Forget the ridiculous warnings, concentrate on convincing Americans there's a workable plan to stimulate the economy, and that Homeland Defense isn't just another layer of lard on top of already rotten deadwood.

The now-you-see-it, now-you-don't messages on terrorism look like we have defense and foreign policy that are incompetent, or we're being lied to.
