California State of the State Address Gov. Gray Davis delivered his 2002 State of the State address on the same day (1/8) GOP gubernatorial hopeful Richard Riordan unveiled political ads lambasting Davis on education and the economy. Davis dedicated a hearty chunk of his talk to anti-terrorism, honoring Californians killed in the Sept. 11 attacks and praising his own efforts to ensure residents are safe from future threats. In discussing the state's budget woes, Davis said education monies will be protected above every other issue and choosing his words carefully, he said he will not "advocate raising taxes." ****** Minnesota State of the State Address Gov. Jesse Ventura painted a grim picture of Minnesota's 2002 budget outlook in his annual State of the State Address on January 3 and threatened to use his executive powers to cut spending if the legislature fails to act. Ventura said there should be no "sacred cows" as budget balancing proceeds, leaving the door open to cuts in education, social service programs , aid to cities and counties, and other sensitive areas. **** New York State of the State Address In his 2002 State-of-the-State speech, Gov. George E. Pataki invoked September 11 - the day terrorists attacked New York, to unify the state and the legislature in a spirit of bi-partisanship to pass anti-terror measures and an economic stimulus package. The governor praised past efforts to shore up the rainy day fund and cut taxes as well as setting up a plan to attract new investments in the state. **** South Dakota State Of The State Address In his State of the State address, South Dakota Gov. Bill Janklow pointed to charts of teacher salaries and test scores to explain why education is a problem in his state. . He explained that state school districts with the most money in the bank have the lowest teacher salaries and low test scores. But the governor proposed no specific education legislation. **** Washington State of the State Address Gov. Gary Locke put a philosophical spin on his annual State of the State speech, reflecting heavily on anti-terrorism, state security efforts and the adversity the state is now facing. "Our state has been one of the hardest hit by the national economic recession," he declared.
