I cannot imagine that it can be anything but a non-event. If the uncertainty is about war/no war, then it is a matter of what the Bush administration wants to do. And they want to go to war. So the spin they put on the news might be seen a bit negative or a bit positive, but I doubt that the basic premise of expecting war can change here.
