We won't know unless we try. And that DOESN'T mean scale a $100 Billion (or more) trial balloon. We should be having 50 $2 Billion plans, score them on efficacy and scalability and then act accordingly. That isn't even on the agenda right now. Considering our losses on 911, as grim and real as they were, they are at most modest compared to what the rest of the world faces daily. We'd better wake up to that... I'm what I call a "gun-toting liberal". You'd better have a strong backup plan, but my first thought is not to brandish a weapon. I'll try reason, judo and kung fu, in that order, depending upon risk. But when it comes to charging, snarling dogs, I'll drop it with my .44 Magnum Desert Eagle side arm. With that said, I don't go down to the kennel and "put and end to dog charging once and for all."
