An open question is not, IMO, innuendo, especially when you yourself had said you thought the sentence disproprtionate. But I do know from experience that Jeff generally communicates in some way before he imposes suspensions, so it's a fair assumption, pending contrary evidence, that he followed that pattern here, and that there were some discussions behind the scene that we are not privy to. Of course, in this case Jeff may not have followed that pattern. But it's not unreasonable to question whether he might have.
