No my point was that I think government can, you don't. Government by oracle? I don't mean databases. If there is Total Information Awareness, you'd think they'd figure out that smart people will always evade detection. I could send a map through a harmless looking JPG, buried as a digital water mark. It would be invisible. Show me the data that monitoring my PC will make me safer.

My point is quite clear. If the government wants to claim that car pool lanes cuts smog more than simply adding a lane, let them show me the data. I haven't seen it but suspect that a 20% decrease in commute time by having more lanes more than offsets the benefit of 1% increase in multi-occupant vehicles.
