To blankly state 'Republicans in recent decades' and only compare this to Clinton in 98-99 is very simplistic.

Well, what can I say, I'm just that kind of a guy. Ol' simplistic me.

Let me offer you another litmus test then, if you think the one I offered did not work. Over the past 27 years, thus going back to the beginning of the Carter years, which administrations do you think the global and American human rights groups would be more likely to approach, seriously, about doing something in a given country because of human rights violation. Definitely not Reagan, definitely not Bush II, an ambiguous response (at best) about Bush I, certainly a yes for Clinton, and certainly a big yes for Carter. Nuff said.
