That may be in part that they had no interest in the rest of the world and no means to transport an army if they did. Japan cleaned their clock in WWII so they didn't have that much in the way of military at that point.

BTW, I read where Chinese commercial airlines are now landing in Taiwan. That has to be a big step in easing down the tensions.
