The only news in Powell's speech today was to indicate that the supposed al-Quida connection to Iraq is "an assumption" on his part rather that something that is known for a fact:

"And we see no reason not to believe that such contacts and the presence of al-Qaida elements or individuals in Iraq is a reasonable assumption, and we have some basis for that assumption."

"We will consult, just as we did when 1441 was put together in the first instance, and try to come to a collective judgment as to what should be the next steps."

This passage does not indicate one way or the other whether Powell believes that the US has the authority to invade Iraq without agreement from the Security Council.
