The house of representatives is the element in the government that is supposed to most directly represent the American people. Make them accountable with direct input. And the Founding Fathers balanced it with the Senate, the Presidency, and the Supreme Court. They understood the fallacy of "Mob Rule," and wanted nothing to do with it. In spite of that, it did not come into being until the Bill of Rights was added, to make sure the Individual was protected from the Congress as much as possible.
