I'm not sure what you want the SEC to do.

It won't be the SEC that makes the change. It will be shareholders (read owners) that will band together and elect responsible board members. Already some big mutual funds are shedding the rubber stamp image that they once had and are taking an active roll in governing the companies where their money is invested.
