Most chip and equip stocks have dropped to their Dec 31 level, having totally lost all the gain in '03. It looks like downward momentum will carry them lower. It bodes quite ill, at the moment. So unfortunately it looks like you are right about bpndx<30.

Euro going up again. Which I think means more selling of US stocks tomorrow.
