I don't see the validity of the comparison, given that Bush's case on attacking Saddam without clear provocation is based only on allegations and religious rhetoric of good/evil/right/wrong/etc. There was a full-blown genocide for two years in the case of the Serbs.

Oh yes, I read that it was about 20,000 tons of biological and chemical weapons that are unnaccounted for in Iraq

Where did you see that figure? Got link?

I saw "The "missing" bombs could contain 1,000 tons of chemical agent. "

news.independent.co.uk

And if inability to account for WMD material is grounds for the invasion of a country: Did you read Financial Times today? Here's one news on the front page:

Japan "loses" 206 kg of plutonium
Japan yesterday admitted that 206 kg of plutonium - enough to make about 25 nuclear bombs - is unaccounted for.

And now, should the US invade Japan??? They cannot say what they did with 25 nukes worth of plutonium! Oh my god, they must have hid it somewhere!!! Or maybe they are selling them to terrorist organizations!!!

Yeah. Invade Japan. Go US Army!
